L’ÉQUIPE SPÉCIALE COVID-19 POUR LES ENTREPRISES AUTOCHTONES RÉVÈLE DE NOUVEAUX RÉSULTATS DE RECHERCHE

Toronto (Ont.), le 26 juin 2020 – Un sondage mené par L’Équipe spéciale COVID-19 pour les entreprises autochtones révèle un besoin urgent en financement supplémentaire et en services de soutien additionnels aux entreprises autochtones. Lorsqu’interrogées sur le laps de temps durant lequel leur entreprise pourrait continuer à fonctionner si aucun soutien additionnel n’était offert, un peu moins de la moitié (44 %) des entreprises autochtones ont indiqué que, sans soutien, il est probable qu’elles fassent faillite à l’intérieur d’une période allant de 3 à 6 mois. 10 % des entreprises prévoient que les activités ne pourraient pas se poursuivre plus d’un mois sans soutien, et 2 % ont indiqué que l’entreprise avait déjà fermé ses portes.

L’Équipe spéciale COVID-19 pour les entreprises autochtones réunit plusieurs dirigeants d’organisations des Premières Nations, des Inuit et des Métis, afin de fournir au gouvernement du Canada une seule voix unifiée, au nom des entreprises autochtones, en cette période de crise. Services aux autochtones Canada travaille en collaboration avec l’Équipe spéciale.  Le mandat de l’Équipe spéciale est de fournir une analyse des effets de la COVID-19 afin d’aider à assurer la disponibilité de mesures de soutien gouvernementales appropriées pour les entreprises et les communautés autochtones, et de mobiliser la chaîne d’approvisionnement autochtone pour contribuer à remplir la demande en fournitures et équipement médicaux.

« De solides recherches sont essentielles pour s’assurer que les entreprises autochtones obtiennent les ressources dont elles ont besoin pour continuer à soutenir leurs familles, leurs communautés et l’économie canadienne dans son ensemble », a déclaré Samantha Morton, directrice de la recherche, au Conseil canadien pour l’entreprise autochtone. « Alors que l’économie continue d’évoluer et que nous nous dirigeons vers la reprise économique, nous recommandons davantage d’études afin de comprendre les répercussions et les besoins changeants des entreprises autochtones partout au Canada. »

Le sondage a été mené auprès de 838 propriétaires et dirigeants d’entreprises autochtones, entre avril et mai 2020, et appuyé par Services aux autochtones Canada. Il révèle également que les effets n’ont pas été ressentis uniformément dans le milieu de l’entreprise autochtone. Les données montrent que 61 % des entreprises autochtones appartenant à des femmes ont signalé un impact « très négatif », comparativement à 53 % des entreprises appartenant à des hommes.  38 % des entreprises de propriété Inuit ont subi une baisse des revenus de 50 % ou plus, comparativement à 27 % des entreprises de propriété Métis, et à 31 % des entreprises des Premières Nations. L’Équipe spéciale a également lancé aujourd’hui une base de données nationale sur les entreprises autochtones étant en mesure de fournir des biens liés à la COVID-19 aux acheteurs du gouvernement du Canada, afin d’accroître la représentation de celles-ci dans les chaînes d’approvisionnement du gouvernement fédéral. Les données montrent que 12 % des entreprises autochtones interrogées peuvent produire de l’équipement ou des fournitures qui pourraient répondre aux besoins médicaux du Canada, ou peuvent augmenter ou adapter rapidement leur production afin de fournir de l’équipement de protection individuelle (EPI) (8 %). Acosys Services Conseils, une entreprise autochtone certifiée, a complété l’élaboration de la base de données. Bien qu’appuyée par Services aux autochtones Canada, la base de données demeure entièrement indépendante, et est supervisée par des membres de l’Équipe spéciale.

« Grâce à cette collaboration sans précédent, nous espérons voir une augmentation de la représentation autochtone dans la stratégie d’approvisionnement du gouvernement », ont déclaré les membres de L’Équipe spéciale COVID-19 pour les entreprises autochtones. « Dorénavant, nous demandons au gouvernement fédéral d’élaborer et de mettre en œuvre une stratégie proactive d’approvisionnement afin d’interpeller directement les entreprises autochtones qui peuvent fournir ou s’adapter pour fournir des EPI. »
